The new meaning of environmental theory is gradually gaining universal understanding and recognition. From the physical and biological point of view, there has been a gradual transition to a broader concept that also includes the social, economic and technological environment made by man.. The protection of the environment is a multifaceted task and cannot be done without taking into account the socio-economic factors, which were the cause of the problem in the first place. Patterns of growth and development should be reviewed and a distinction should be made between what is necessary and what is a loss to the environment and development. The goals of development must include continuous improvement in the quality of life, the eradication of poverty, and justice in the people's participation in the benefits of development.Participation does not lie in the choice between protecting the environment and development goals, but lies in how to direct the course of development to obtain the maximum environmental benefits for present and future generations. The Higher Institute for Environmental Research is a national, scientific research institute. It was established on the basis of Republican Decree No. (388) dated September 9, 2000 AD. It has a distinguished infrastructure and a qualified human cadre specialized in the most important contemporary environmental issues.It is the only institute in the Syrian Arab universities that devotes its research and studies to environmental issues in a way that leads to protecting the biosphere, according to the university's plans and within the strategy of the Ministry of Higher Education. The institute offers master's and doctoral degrees in environmental chemistry, environmental protection, and environmental systems engineering. It also conducts scientific research related to the various fields of the environment in coordination with ministries and institutions, and cooperates with research centers in the Arab world and abroad, in addition to holding local, Arab and international seminars and conferences, holding periodicals and specialized research seminars, and preparing programs related to environmental awareness.
